Volunteer Lawyer Project Director

Prairie State Legal Services has created a new position to provide coordination, guidance, and support to our Pro Bono Coordinators. The new Director will be charged with identifying, developing, and implementing new approaches to expand the scope and role of pro bono in the delivery of PSLS’ services. S/he will seek to expand pro bono services by increasing the number of attorneys in the PSLS service area (particularly in the collar county region surrounding, but not including, Cook County) who perform pro bono. (There are more than 10,000 registered attorneys in this region.) PSLS seeks an attorney with sufficient expertise to help mentor and assist volunteer attorneys in a range of issues including family law, housing, Social Security, and bankruptcy, with at least three years of legal experience to support and expand pro bono legal services. Judges Needed

Bradley University’s Pre-Law Center will be hosting their Third Annual Mock Trial Tournament on the Bradley Campus this fall (October 19-20). The dates and times for each round are listed below. The time slots reflect an allotment for a period for registration and a brief judge’s orientation. For morning rounds, we would ask that judges arrive no later than 8:30 a.m., and for afternoon rounds, no later than 1:00 p.m. Some rounds may be longer than others, so the times listed are meant to reflect the maximum length of time for a given round:

Tazewell County Courthouse Parking
The Pekin Main Street Farmer’s Market that began in June will run every Thursday until September 19, 2013, from 4:00 to 6:00 p.m. In order to accommodate vendor set up, Capitol Street between Court and Elizabeth will be closed and parking will not be permitted. Please plan accordingly and park elsewhere during that time. Please pass this information on to clients, employees and others who may be impacted. Thank you very much for your cooperation


2013 Annual Meeting

On July 8, 2013, the PCBA held its annual business meeting and officers were installed. President James F. Kane and his wife Barbara (far right) were joined by his law partner Walter Winget and his wife Alice.  In 1991-92 Mr. Winget also served as President of the Peoria County Bar Association.  Also at the meeting Chief Judge Michael E. Brandt received the 1st Annual PCBA Public Servant Award. This award will be given annually in recognition of an attorney in the government and public interest law sector who follow the highest ethical standards. The Public Servant Award is presented to a Peoria County Bar Association member for outstanding service to the public who has provided at least 10 years of legal service to a government, academic or non-profit legal service organization. Judge Brandt has dedicated his entire legal career in the public sector as a prosecutor, public defender, teacher and judge. He has been sensitive to “Access to Justice” issues and sought the renovation of the Peoria County Law Library, now named the Peoria County Legal Self Help Center which allows individuals to seek information about their legal questions. In 2011 and 2012, he presided over the Adult Criminal Mental Health Court and recently established the Peoria County Veteran’s Court in 2012. Judge Brandt’s service to the Peoria County Bar Association, the public and judiciary has been faithful and extraordinary over the past 36 years. He follows the highest ethical standards and honors the fundamental values of our legal profession and justice system. His nominee states, “Judge Brandt is a man of character and integrity who treats every individual with the utmost respect, and he best exemplifies the individual who should receive the Public Servant Award.”

PCBA Annual Golf Outing

On Sunday, July 7, 2013, LeAnna Karnopp Grimsley passed away. She was born on September 13, 1951. Upon graduation from college she taught science at Central Junior High School in East Peoria for five years before attending the University of Illinois College of Law, graduating in 1986. She was an attorney at Vonachen, Lawless, Trager & Slevin for a number of years, later forming her own law firm with her husband Gregg Grimsley (Grimsley & Grimsley).  Known for her sharp wit and intelligence, LeAnna was nearly impossible to beat in Trivial Pursuit, a favorite game among her family and friends. She loved to travel, recently spending two summers in Paris with her husband Gary. The PCBA has contributed $100.00 to the Foundation in memory of LeAnna Karnopp Grimsley.

On Monday, July 22, 2013, Hon. Robert E. Manning, Jr., passed away. He was born on November 16, 1931, in Peoria. He was a 1949 graduate of Spalding Institute. He captained the football, basketball, and baseball teams during his senior year. He was selected as an All-City quarterback in 1948. He attended the University of Notre Dame and lettered in varsity baseball. He graduated from Bradley University in 1953, where he also lettered in varsity baseball. He graduated from the University of Notre Dame Law School in 1960 and practiced law in Peoria from 1960-1977 with Harry Sonnemaker, Jr. He was Assistant State’s Attorney in Peoria County from 1960-1967 before being appointed State’s Attorney for a year 1967-1968. In 1977, he was selected as an Associate Circuit Judge in the Tenth Circuit and selected as a Circuit Judge in 1980. He acted as Chief Judge of the Tenth Circuit from 1988-1991. He presided over many high-profile criminal cases in Peoria County, retiring in 1997. He was a member of the PCBA, ISBA, the American Judicature Society, and the Illinois Judges Association. The PCBA has contributed $100.00 to the Foundation in memory of Hon. Robert E. Manning, Jr.

The Judicial Conference of the United States has authorized the appointment of a full-time United States magistrate judge for the United States District Court for the Central District of Illinois.  The official location for the position will be Peoria, Illinois.  Full-time magistrate judges are appointed to eight year terms of office by the judges of each respective United States district court. Scheduling Changes for Courtrooms 213 and 214

Effective August 9, 2013, Courtrooms 213 and 214 will change their CMC days.
-All CMCs that are scheduled at the time of filing by the Circuit Clerk’s office will be heard at 9:00 a.m.
-All subsequent CMCs scheduled by the courtroom clerk will begin at 9:30 a.m.

Veterans, Your Veterans Treatment Court Needs You!
To Become a Volunteer Veteran Mentor. (First training session September 21, 2013, 9:00 a.m. to Noon)
Tour of Duty: Usually 18 months.
Qualifications: Any honorably or medically discharged veteran.
Commitment: To be in court with your Veteran weekly at first and less frequently later (Wednesday mornings at 11:00 a.m. to noon). To keep in contact with your Veteran while he is involved in the Veterans Treatment Court.
Mission: To help one who has served all of us successfully traverse the Veterans Treatment Court. i.e. to maintain sobriety, to attend all recommended treatment, to assist the Veterans in any way we can and assure the Veteran successfully reintegrates into civilian life.

How to Volunteer: First Complete a Veterans Mentor Application. You can obtain this application by calling the Administrative Assistant to the Chief Judge, Stefanie Dwyer at (309) 677-6236. We will contact you about attending a Veterans Mentor training group. You then will wait to be assigned by the court to be a Veterans Mentor and meet your mentee in court. Peoria County Pro Bono Plan

We would like to thank following attorneys and their staff who have recently closed pro bono cases: Andrew Bell, Heather Calvert, Brian Metcalf, Robert Muir, Tyler Pratt, and Luke Taylor.

As summer winds down, we start looking toward fall and exciting new endeavors.  We welcome new attorneys to the Pro Bono Committee and look to making equal justice a reality.  This is going to be a very busy year. The Pro Bono Committee will begin to work with the Public Interest Law Initiative (PILI) to identify the needs of low income persons in our community and to create new and exciting projects to deal with the issues.  PILI is based in Chicago, and works throughout the state in promoting pro bono efforts.  We are excited to work with them.
The Expungement/Sealing Project has begun assessing clients and we have been overwhelmed.  We could use your help in doing expungement and sealing cases if you have interest in this area of the law.  We are identifying those individuals that may have had something in the past that is now stopping them from gainful employment.  We look at this as a hand up to self-sufficiency.  We will also be developing a new pro se prototype for divorce clinics to deal with the tremendous number of people who cannot afford an attorney to obtain a divorce, leaving them vulnerable to the other party.  Assisting with these clinics will take minimal time, so if you are too busy to take directly referred cases, this may be a way for you to help.  Or if you are interested in helping us develop these clinics, please let me know.  Prairie State will soon have an attorney who will act as Pro Bono Director.  This person will assist all offices with their pro bono efforts.  More details to come.
